The Iraqi Directorate of Traffic has announced the implementation of “Statement No. 1 of 2025,” effective April 5, 2025.This regulation introduces several measures aimed at enhancing road safety and regulating motorcycle usage across the country.

Helmet Requirement: All motorcycle riders are mandated to wear a protective helmet (commonly known as a “kawda”) at all times while operating their vehicles.
Passenger Limitation: Motorcycles are permitted to carry only one passenger in addition to the driver, and both must wear helmets.
Operational Hours: Motorcycle operation is restricted between 1:00 AM and 5:00 AM, during which time riding is prohibited.
Designated Riding Area: Riders must operate their motorcycles on the right side of the road and are prohibited from overtaking other vehicles.
Licensing and Registration: Riders must possess a valid motorcycle driver’s license. Additionally, motorcycles that entered Iraq legally and have customs clearance must be registered. Unregistered motorcycles lacking proper documentation are barred from main roads and city centers; if found, they will be immediately confiscated.
The announcement of these regulations has elicited a range of reactions from the public. Many motorcycle owners express concerns over the feasibility of compliance, particularly regarding the possession of official ownership documents and the financial implications of registration fees. Some individuals rely on motorcycles as their primary means of transportation, especially during late-night hours, and fear that these restrictions may significantly impact their livelihoods and mobility.
