Every Egyptian citizen is legally entitled to free emergency treatment in the first 48 hours, and hospitals—whether private or public—will face severe consequences if they attempt to charge patients during this critical period.

The Ministry of Health reaffirmed this right in a recent statement, stressing that immediate medical care must never be delayed or conditioned on payment.
Minister of Health Dr. Khaled Abdel Ghaffar clarified that the law prohibits hospitals from requesting any financial compensation during the first two days of emergency treatment.
This rule applies equally to both public and private facilities, ensuring that citizens in urgent need can receive care without fear of financial burden. Dr. Abdel Ghaffar described this as a guaranteed entitlement that must be respected under all circumstances.
To ensure compliance, the Ministry issued stern warnings to all hospitals. Any private hospital found demanding payment for emergency care will face immediate closure, while public hospitals risk strict investigations and disciplinary measures.
Citizens are encouraged to play an active role in enforcement. Dr. Abdel Ghaffar urged anyone subjected to illegal payment requests to call the Ministry’s hotline at 105 and provide full details of the incident.
The Health Ministry’s firm stance highlights its commitment to safeguarding citizens’ rights and ensuring that no Egyptian is denied life-saving care due to financial concerns.
