A source from the Ministry of Social Solidarity revealed the case of an elderly man in Heliopolis, Cairo, who was found tied by his hands on a balcony in an unlicensed care facility on Delta Street.
In statements to Cairo 24, the source confirmed that Minister Maya Morsy has been closely monitoring the situation. The elderly man was transferred to a licensed care home, where he is now receiving full medical and personal care.

Following the report, a Ministry committee was dispatched to verify the incident. It was discovered that the facility operated illegally within two apartments, each containing two rooms, and there were no signs indicating it was a care home. The home housed 15 elderly residents — ten men and five women — all of whom require medical attention as they are unable to care for themselves.
The Ministry immediately decided to relocate all residents to licensed care homes to ensure they receive proper care. Families who wish to take their relatives home are also being allowed to do so.
The unlicensed facility has been shut down, and authorities have taken legal action against those running it. The case has been referred to the Public Prosecution, which conducted an inspection of the home and met with the residents.
