Qatar’s Ministry of Interior (MoI) has released a detailed set of evacuation and safety guidelines for educational institutions, aimed at strengthening preparedness among students, teachers, and administrative staff.
The initiative focuses on ensuring calm, coordinated, and safe responses during emergencies
Before Any Emergency Arises
- Familiarise students and staff with emergency exits and assembly points
- Keep all evacuation routes clear of obstacles at all times
- Ensure safety equipment is easily accessible and staff are trained to use it
- Promote age-appropriate safety awareness among students
When Emergency Alerts Are Issued
- Stop all activities immediately and remain calm
- Follow instructions communicated through the National Warning System
- Comply with directions from school administration and safety officers
Determining the Right Response
- Internal threats (e.g. fire): Evacuate immediately
- External threats: Stay in designated safe areas (shelter-in-place)
During Evacuation
- Use stairs only — elevators must not be used
- Do not return to collect personal belongings
- Move calmly and avoid pushing or overcrowding
- Proceed directly to assigned assembly points
Responsibilities of Teaching & Administrative Staff
- Ensure a safe and organised evacuation of all students
- Confirm that all facilities are fully cleared
- Conduct headcounts at assembly points
- Report any missing individuals immediately
- Provide reassurance and support to students
Supporting Different Student Groups
- Kindergarten: Close supervision and emotional reassurance
- School students: Move in orderly groups and follow instructions
- University students: Adhere to guidance and avoid unsafe routes
At the Assembly Point
- Head straight to the designated location
- Remain there until further instructions are given
- Report any emergencies or concerns immediately
The Ministry emphasised that staying calm and strictly following official instructions are key to ensuring the safety and well-being of everyone on campus.
