According to the newly released Smart City Index 2026, published by the International Institute for Management Development (IMD), Dubai ranks first regionally and an impressive sixth globally.

This stellar result underscores the emirate’s relentless drive to integrate cutting-edge technology, robust digital infrastructure, and seamless smart services to enhance mobility, public sector efficiency, and the overall quality of life for its residents.

The 2026 index assessed 148 cities worldwide

Evaluating how effectively they leverage technology to improve the lives of their citizens. European cities dominated the very top of the list, but the UAE proudly secured two spots in the global top 10:

  • #1 Zurich: Taking the global crown.
  • #2 Oslo: Securing the runner-up position.
  • #3 Geneva: Rounding out the top three.
  • #4 London: Representing the UK in the top five.
  • #5 Copenhagen: Completing the global top five.
  • #6 Dubai: Leading the Middle East and North Africa region.
  • #10 Abu Dhabi: Joining Dubai to give the UAE a massive presence in the top 10.

The Middle East saw a strong showing across the board, proving that the region’s focus on smart urban development is paying off.

What actually makes a city “smart”?

According to the 2026 report, it isn’t just about having the flashiest gadgets. The index highlights that Dubai and Abu Dhabi exemplify the success of the Gulf model, where state-directed digital investments generate high civic confidence through top-tier service delivery.

Across all 148 surveyed cities, structural foundations proved to be a much stronger predictor of overall smart performance than pure technological capabilities. The leading cities all score exceptionally high on institutions, infrastructure, and structure-related indicators.

Regionally, Dubai leads the pack, proving that its visionary approach to urban development continues to set the benchmark for smart cities across the Middle East and beyond.
