In a recent update, the Federal Authority for Identity and Citizenship, Customs and Ports Security (ICP) has announced an exciting exemption for Dubai residents who have been away from the city for more than six months. Starting from the beginning of 2023, residents residing outside the UAE for an extended period are now exempted from the entry permit requirement. This means that as long as you provide a valid justification for your extended stay abroad, you can easily obtain the permit and return to Dubai hassle-free.

It’s important to note that this exemption does come with a few exceptions. Dubai residents holding a Golden visa are not eligible for this benefit. Additionally, if you are sponsored by a business, the application process must go through your company. However, if you are a self-sponsor, you have the flexibility to file the application using an official public service facility or by setting up a personal account, as advised by the ICP.

To apply for the permit, applicants residing outside the UAE need to follow specific guidelines

This includes submitting copies of their Emirates ID, passport, and providing a detailed explanation for the delay in returning.

The ICP has clarified that the request can be filed after spending a minimum of 180 days abroad, and a fine of AED100 will be charged for every 30 days (or less) spent outside, as long as the remaining time outside the country exceeds 30 days when the inquiry is made.

Violation fines can only be reimbursed if the application is denied

In such cases, the applicant must visit the country within 30 days of receiving approval.

To ease the application process, applicants can submit their permit requests through the authority’s smart services system for a fee of AED150.

Alternatively, the mobile application “UAEICP” available at Customer Happiness Centres can be used. Authorized typing Offices of the authority also accept applications.

If you’re a Dubai resident planning to return after an extended stay abroad, make sure to apply for the entry permit following the guidelines provided by the ICP.
